Regional workshops for third countries on the Rapid Alert System for Food and Feed (RASFF) and the Trade Control and Expert System (Traces)

Contract EAHC 2009 96 15 - This programme covers the organisation of 7 3-days regional training workshops on the Rapid Alert System for Food and Feed (RASFF) and the Trade Control and Expert System (TRACES) of the European Commission. These workshops are intended for third countries mainly. They will take place from  February 2011 to December 2012.

The RASFF is a network allowing the European Commission, the competent authorities of 30 countries (EU & EFTA) and the European Food Safety Agency (EFSA)  to exchange information on food, feed and food contact material posing a threat for the consumers or the environment. The RASFF is opened to competent authorities of Third Countries through the RASFF window application.

TRACES is another IT system of the European Union of interest for Third Countries exporting live animalsand products of animal origin. The system is managed by DG SANCO. It provides on-line certification services and assistance regarding food safety and animal health requirements for import into the EU, as well as feed-back on border inspection.


Objectives

FOR COURSES ON RASFF:

  • Providing a detailed overview and explanation of the EU Rapid Alert System for Food and Feed; having regard, in particular, to the recent developments and aspects of food law, food hygiene, food controls rules and other relevant legislation;
  • Detailing and discussing the desirability of and the requirements for setting up a RASFF inside a country, including required level of food and feed controls, organisational structure of competent authorities, legal basis and communication needs;
  • Detailing and discussing the desirability of and the requirements for setting up a regional network of countries exchanging alerts about food and feed, including the possible scope for exchange of information, required legal basis for the system, transparency and confidentiality requirements and follow-up given to notifications.

FOR COURSES TRACES:

  • Providing a detailed overview and explanation of TRACES; having regard, in particular, to the recent developments aimed at Border Inspection Post procedures and import and trade certification;
  • Updating users in Third Countries of the last TRACES developments implementation;
  • Detailing and discussing the desirability of and the requirements for joining TRACES inside a country, including required level of food and feed controls, organisational structure of competent authorities, legal basis and communication needs;
  • allowing for hand-on exercises on TRACES use and related certification activities.
