Internal Audit

Contract N° 2010 96 07 “Audit Systems and Internal Auditing”. To ensure the quality of national controls in all fields of Reg. 882/Y2004, it is established that internal audits should be taken at national level.
An independent unit, to preserve the independence of the assessment, with harmonized criteria, to assure equal treatment to all food business operators in the Community, and with transparent procedures, will be the basis to establish a consistent approach to this issue across the Member States.
This training programme has been therefore designed to have a consistent approach throughout the Community with regards to the assessment made by the Member States auditing units that will help to have comparable values of the different national audit reports.

Objectives:
The general objective of this project is to spread knowledge and best practices of internal auditing procedures of controls, according to the requirements of the legislation and international standards
The programme will be divided in two courses, with the aim to give the tools and guidance on the management of audit programmes to promote a harmonized approach for auditing, following the principles and criteria that will create equal playing field for all.
The course on how to implement a National Auditing System will focus in how to programme, based on risk, selection of audit team, transparency, etc. while the course on internal auditing will focuse on how to plan and conduct an audit, from the initiation of the audit, revision of documents, conduct on-site audit activities, searching of findings, reporting, to the close up of an audit.

Participation and selection:
The selection of participants is jointly done by the National Contact Point of the Member State or the country invited to participate, and the Event Manager of the specific sessions.
National Contact Points (NCP) will be informed of the number or participants per country and session will be able to attend.
With this information, NCP will select the participants considering the profile requested to participate, and comply the registration form using the defined template for each training course.
The NCP should send the registration form to the relevant Event Manager in the frame time previously indicated.
The Event Manager will verify the compliance of the proposed participants with the selection criteria on the basis of the fully completed registration form, and inform NCP accordingly if the application has been accepted.
After that, the Event Manager will contact directly the participant in order to make further logistic arrangements and give him further detailed information.
Selection criteria:
The training courses are addressed to participants with the following profile:
Course A on Implementing an Audit Unit:
- To be officers of the national competent authority, relevant government ministries, inspection services;
- To have good knowledge of feed and food law, animal health and animal welfare rules and legislation related;
- To have broad experience in practical implementation of official control systems according to Reg. 882/2004;
- To be proficiency in English language;
- To be staff from Competent Authorities involved or going to be managing or performing audit requirements under Reg. 882/2004, art. 4 (6).
Course B on how to conduct an audit:
- To be officers of the national competent authority, relevant government ministries, inspection services and official food-testing laboratories;
- To have good knowledge of feed and food law, animal health and animal welfare rules and legislation related;
- To have broad experience in practical implementation of official control systems according to Reg. 882/2004;
- To be proficiency in English language;
- To be staff from Competent Authorities involved or willing to be involved in Auditing either as auditors or as technical experts according to Reg. 882/2004, art. 4 (6).
Additional non-supported participants are welcomed for both training courses.
Support provided by the project:
The project will provide the following:
- A return flight ticket in economy class by the most direct route for each supported participant. The project will reimburse airport taxes upon provision of the corresponding receipts by the participants
- On Day 0: transfer from airport to the hotel, welcome drink and room charge (Single occupancy);
- On Days one, two and three: breakfast, access to fully equipped training facilities, documentation, 2 coffee breaks per day, lunch, dinner and room charge (Single occupancy);
- On Day four: breakfast, access to fully equipped training facilities, 1 coffee break and transfer from the hotel to the airport. Lunch bags or brunch will be served before departure, depending on the returning time of the flight / transport back home.
- No “perdiem” or “pocket money” will be distributed to participants in addition to what is indicated here above. All personal expenses such as local transports, mini-bar, laundry, room services, and extra drinks/meals will be charged to the participants by the hotel. The hotel will therefore require them to show a credit card to validate the check-in.
